PTC thermal fuses have pretty wide tolerances and work best when combined with a crowbar circuit that forces them to open quickly. A perfect example would be to protect a zener diode in an overvoltage/reversed voltage protective circuit. The idea is that PTC is there to keep the Zener diode from self destructing, not to provide accurate over current protection. You can use a PTC to form an accurate, slow blow circuit breaker with predictable performance, but typically this will require additional active circuitry.

Note on operation
I have used these in the past, and they DO work - HOWEVER, you MUST remember that to kick out, they have to be operated at 2x their rating! The GOOD thing is that they CAN be operated at over their rating, as long as you rate them to fail at the level YOU NEED!
